He worked in media ranging from fine art painting to cartooning, but is best remembered for his political posters, particularly his 1917 poster of Uncle Sam created for United States Army recruitment during World War I.

Flanagan (also cited John Flannigan in early records; April 4, 1865–March 28, 1952) was a sculptor who was widely known for his statuary and plaquettes but recognized foremost for his designs of coinage and commemorative medals. Among his best known designs are the obverse (front) and reverse of the United States quarter dollar featuring the profile of George Washington, a coin that has been in continuous circulation with some modifications since 1932.

An active participant in ACT UP during the time of the AIDS epidemic in New York City, Flash was notably featured in the 1989 "Kissing Doesn't Kill" poster. Flash's art, which is rooted in community advocacy, is in the permanent collections of (to name a few) the Museum of Modern Art, the Whitney Museum, the Museum of African American History and Culture, the Brooklyn Museum and the Victoria and Albert Museum.
